新型农村社区养老现状及困境研究

Research on the Current Situation and Predicament of New Rural Community Pension

摘要: 近年来，随着我国人口老龄化程度的不断加深，养老问题成为国家和社会的关注重点。在这样的背景下，农村地区逐渐出现了一种新的养老模式，即新型农村社区养老。这一新模式通过加大政府财政补贴力度、引入社会力量投入等一系列方式来增加养老服务的供给，在一定程度上缓解了农村养老难题。通过对于新型农村社区的研究，深入了解其在建设过程中面临的困境，提出切实可行的对策，对于解决农村老龄人口养老问题以及提升人民幸福感具有重要意义。本文采用访谈法，对江苏省盐城市S村的村民及干部进行走访调查，深入了解了当前新型农村社区养老的现状并反思其存在的问题，并加以分析，以期给出切实有效的对策。通过走访得知，目前农村社区养老存在资源浪费严重、人才队伍建设不全面和服务内容单一等问题，新型农村社区养老并未充分发挥其作用。因此，针对以上存在的问题，提出不同的对策，以促进乡村养老事业的进一步发展。

Abstract: In recent years, with the deepening of China’s aging population, the issue of providing for the elderly has become the focus of the state and society. Under this background, a new mode of providing for the elderly has gradually emerged in rural areas, that is, the new rural community providing for the elderly. This new model increases the supply of elderly care services by increasing government financial subsidies, introducing social forces and a series of other ways to alleviate the problem of rural elderly care to some extent. Through the study of new rural communities, it is of great significance to deeply understand the difficulties they face in the construction process and put forward practical countermeasures to solve the problem of providing for the elderly in rural areas and enhance people’s happiness. In this paper, the interview method is used to investigate the villagers and cadres in S village, Yancheng City, Jiangsu Province, to deeply understand the current situation of the new rural community pension, reflect on its existing problems, and analyze it in order to give practical and effective countermeasures. According to the interview, there are some problems with rural community pension, such as serious waste of resources, incomplete construction of talent teams and single service content, and the new rural community pension has not fully played its role. Therefore, in view of the above problems, different countermeasures are put forward to promote the further development of rural pension.
