我国孤寡群体养老路径的发展与变迁

Development and Change of the Pension Path of Elderly People Living Alone in China

摘要: 现行的农村孤寡老人赡养原有的既定政策出现发展不平衡、管理体系不合理等诸多问题，溯源于我国农村养老改革后养老发展战略和城乡关系管理的定位，伴随政府执政理念和社会治理理念的转变、社会养老观念发生改变、不同时期的供养资金来源渠道的调整，共同影响了政府在不同时期对农村孤寡老人养老政策的决策。时代的迁移与执政的意志实现融合，通过共同作用，推动了农村孤寡老人赡养政策的变迁与更迭。

Abstract: The current established policies for supporting elderly people living alone in rural areas have many problems, such as uneven development and unreasonable management systems. These problems can be traced back to the positioning of the elderly care development strategy and urban-rural relationship management after China’s rural elderly care reform. Changes in government governance concepts and social governance concepts, changes in the concept of social elderly care, and the adjustment of funding sources at different times have jointly influenced the government’s decision-making on elderly care policies for elderly people living alone in rural areas at different times. The integration of the migration of the times and the will to govern has promoted changes and transformations in the policy of supporting elderly people living alone in rural areas through their joint efforts.
