地方本科高校教师科研评价改革分析——以肇庆学院为例
Analysis of the Reform of Teachers’ Research Evaluation for Local Undergraduate University Teachers—A Case Study of Zhaoqing University
摘要: 本文分析了《深化新时代教育评价改革总体方案》中的教师科研评价改革的论述。针对地方本科院校教师科研评价体系中存在的问题现状,以肇庆学院为例,如存在重数量轻质量、过度依赖外部评价等问题,本文着重围绕地方院校提高科研质量、促进教育公平和服务国家发展等目标,详细解析了《深化新时代教育评价改革总体方案》的核心内容和具体改革措施,如坚持质量第一、多维度评价、分类评价、加强内部评价和促进科研与教学结合。以肇庆学院为例,探讨了改革对教师科研行为、高校管理和国家创新发展的影响,并提出健全配套制度、强化高校自主评价能力、促进产学研合作和加强国际国内交流合作的建议,以确保改革的顺利实施。
Abstract: In this paper, the reform of teacher’s research evaluation in the overall plan for deepening the reform of education evaluation in the new era was discussed. In response to the current problems in the scientific research evaluation system for teachers in local undergraduate colleges, taking Zhaoqing University as an example, there are issues such as a focus on quantity over quality and excessive reliance on external evaluation. In this article, we focus on the goals of improving the quality of scientific research, promoting educational equity, and serving national development in local colleges. It analyzes in detail the core content and specific reform measures of the Overall Plan, which adheres to quality first. It should focus on multi-dimensional evaluation, classified evaluation, strengthening internal evaluation, and promoting the integration of scientific research and teaching. Taking Zhaoqing University as an example, this paper explores the impact of reform on teachers’ research behavior, university management, and national innovation and development. Suggestions are put forward to improve supporting systems, strengthen the independent evaluation ability of universities, promote industry university research cooperation, and enhance international and domestic exchanges and cooperation to ensure the smooth implementation of the reform.
