呼伦贝尔马铃薯产业发展分析

Analysis of Potato Industry Development in Hulunbuir

摘要: 马铃薯是我国第四大粮食作物，是呼伦贝尔地区优势特色产业。在整理分析相关文献资料的基础上，通过参与观察法、深度访谈法等社会调查研究方法，长期跟踪抽样薯农经营情况，阐述呼伦贝尔市马铃薯产业发展现状，分析呼伦贝尔地区马铃薯产业存在的客观问题。从响应“乡村振兴”政策出发，以提高薯农人均可支配收入为落脚点，提出从实际出发，以信贷资金为抓手，降低信息差引致的风险，切实解决薯农生产经营过程中，资金不足的问题，并以信贷政策为导向，学习“苏南模式”，引导薯农多元发展，提高呼伦贝尔马铃薯产业化经营程度，提升马铃薯附加值，深度挖掘马铃薯产业价值，推动马铃薯产业发展，为薯农增收。

Abstract: The potato is the fourth largest grain crop in China and serves as a key industry in the Hulunbuir region. This study collates and analyzes relevant literature and data, employing social investigation methods such as participatory observation and in-depth interviews to conduct long-term tracking of sample potato farmers’ management practices. It describes the current development status of the potato industry in Hulunbuir city while analyzing existing challenges within this sector. In response to the “rural revitalization” policy, this research emphasizes improving per capita disposable income for potato farmers as a foundational step. It proposes addressing actual conditions by leveraging credit funds to mitigate risks associated with inadequate information, effectively resolving funding shortages faced by potato farmers during production and operations. Additionally, it draws on the “Southern Jiangsu model”, guided by credit policies, to promote diversified development among potato farmers. The aim is to enhance industrial management levels within Hulunbuir’s potato sector, increase added value for potatoes, thoroughly explore their market potential, foster growth within the industry, and ultimately boost incomes for local farmers.
