“放管服”改革背景下社区嵌入式养老模式服务优化研究

Research on Service Optimization of Community-Embedded Elderly Care Model under the Background of the Reform of “Delegating Powers, Improving Regulation, and Strengthening Services”

摘要: 社区嵌入式养老模式是国家积极应对日益加快的人口老龄化进程的重要举措，探索政府在养老服务中的职能转变与养老服务供给现状，以促进社区嵌入式养老模式的服务优化。本文立足于推进养老服务发展中的“放管服”改革这一背景，围绕政府与市场在社区嵌入式养老模式中的合作实践问题和关系厘清进行分析探讨，并从建设养老服务有为政府、加强养老服务科学监管、提升养老服务政务效能等方面提出针对社区嵌入式养老模式的服务优化建议，以期助力提高养老服务的整体质量。

Abstract: Community-embedded elderly care model is an important measure for the country to actively cope with the increasingly accelerated process of population aging. It explores the functional transformation of the government in elderly care service and the current situation of elderly care service supply, so as to promote the service optimization of community-embedded elderly care model. Based on the background of promoting the reform of “delegating powers, improving regulation, and strengthening services” in the development of elderly care services, this paper analyzes and discusses the cooperation practice and relationship clarification between the government and the market in the community-embedded elderly care model, and proposes the optimization service optimization suggestions of community-embedded elderly care model from the aspects of constructing elderly care services for the government, strengthening the scientific supervision of elderly care services, and improving the efficiency of elderly care services, in order to help improve the overall quality of elderly care services.
