基于生态系统服务价值的皖江城市带废弃矿山生态修复效益评价及补偿标准研究
Research on the Evaluation of Ecological Restoration Benefits and Compensation Standards on Abandoned Mines in the Urban Belt of Wanjiang River Based on the Value of Ecosystem Services
摘要: 皖江城市带存在着大面积的废弃矿山,这不仅严重影响了当地的生态环境,也对居民的身心健康造成了严重的伤害。废弃矿山生态修复难点在于需要耗费巨大的资金。本文以谢高地等众多专家确立的中国生态系统服务价值评估单价体系为基础,从社会经济发展状况和资源稀缺程度两个维度调整生态系统服务价值当量表,测算皖江城市带废弃矿山生态修复效益,在此基础上确定补偿标准。研究结果表明,在2021~2022年间,皖江城市带修复废弃矿山1839.06公顷,生态修复效益达3.074亿元,需要补偿的金额在2.172亿元。该方法是基于理论基础完备,评估结果相对科学、客观,可以作为地方政府废弃矿山生态修复决策的依据。
Abstract: There are large areas of abandoned mines in the urban belt of Wanjiang River, which not only affects the local ecological environment seriously, but also causes serious harm to the physical and mental health of residents. The difficulty in ecological restoration of abandoned mines lies in the huge amount of funds required. This article is based on the unit price system for evaluating the value of ecosystem services in China established by experts such as Xie Gaodi. We adjust the equivalent value table of ecosystem services from two dimensions: socio-economic development status and resource scarcity. Thus, we calculate the ecological restoration benefits of abandoned mines in the urban belt of Wanjiang River and determine compensation standards. The research results indicate that 1839.06 hectares of abandoned mines in the urban belt of Wanjiang River will be restored, with an ecological restoration benefit of 307.4 million yuan and a compensation amount of 217.2 million yuan between 2021 and 2022. This method is based on a complete theoretical foundation, and the evaluation results are relatively scientific and objective, which can serve as a basis for local government decisions on the restoration of abandoned mines.
