公共数据开放如何影响政府透明度？——基于准自然实验的证据
How Does Public Data Openness Affect Government Transparency?—Evidence from a Quasi-Natural Experiment
摘要: 本研究以2015~2022年中国地级市为样本，采用双重差分法(DID)检验公共数据开放对政府透明度的影响。研究结果表明，公共数据开放显著提升了政府透明度，体现在信息公开程度和在线服务能力的双重改善。区域异质性分析显示，东部地区的政策效应最为显著，中部地区次之，而西部地区的效果最弱甚至呈负向。通过剔除四大直辖市样本及采用倾向得分匹配双重差分法(PSM + DID)进行稳健性检验，研究结果依然稳健。本研究为优化公共数据开放政策、实现区域协调发展和推进国家治理现代化提供了重要学术支持和实践参考。
Abstract: Using a dataset from 2015 to 2022 covering Chinese prefecture-level cities, this study employs a difference-in-differences (DID) approach to examine the impact of public data openness on government transparency. The findings reveal that public data openness significantly enhances government transparency, reflected in improvements in both information disclosure and online service capabilities. Regional heterogeneity analysis indicates that the policy effects are most pronounced in eastern regions, moderate in central regions, and weakest, or even negative in western regions. Robustness tests, including the exclusion of four major municipalities and the use of propensity score matching difference-in-differences (PSM + DID), confirm the reliability of the results. This study provides critical academic support and practical guidance for optimizing public data openness policies, promoting regional coordinated development, and advancing national governance modernization.
