平台经济数字治理体系构建及实施路径研究

Research on the Construction and Implementation Path of Digital Governance System for Platform Economy

摘要: 平台经济双边市场、网络外部性等特征突出，容易造成垄断、负外部性等市场失灵现象和传统治理的失效。在梳理当前平台经济治理的困境基础上，从数字治理原则、治理主体、治理目标、治理手段等维度构建平台经济数字治理体系；进一步，以保障平台经济“效率、公平、安全”三位一体均衡为目标，从技术、组织、制度三重逻辑层面，提出了以基础设施助力数字治理政策实施、以主体协同助力多元共治关系构建的动力机制，以制度体系助力数字治理行动保障的实施路径。

Abstract: The platform economy has prominent features such as bilateral markets and network externalities, which can easily lead to market failures such as monopolies and negative externalities, as well as the failure of traditional governance. On the basis of sorting out the current difficulties in platform economy governance, a platform economy digital governance system is constructed from the dimensions of digital governance principles, governance subjects, governance goals, and governance methods. Furthermore, with the goal of ensuring the balance of “efficiency, fairness, and security” in the platform economy, a dynamic mechanism has been proposed from the three logical levels of technology, organization, and system, which uses infrastructure to assist in the implementation of digital governance policies, subject collaboration to assist in the construction of diverse governance relationships, and institutional system to assist in the implementation path of digital governance action guarantee.
