论工程监理“平行检验”的规范应用
On the Standardized Application of “Parallel Inspection” in Engineering Supervision
摘要: 中国监理行业经过30多年的发展,各行业监理单位发展方向各具特色,但监理质量管控基本上都是围绕监理规范中“审查、见证、旁站、停工待检、巡视、平行检验和验收”7大手段开展深化工作。作者发现监理“平行检验”手段在工程应用中存在一些问题,即“现有的监理文件对‘平行检验’的适用场景解释不充分,且缺乏相关操作规范,导致监理人员对这一手段的理解不足、操作不规范”等。这些问题严重阻碍了“平行检验”作用的发挥。因此,进一步规范“平行检验”手段的应用,对于打破监理质量管理的瓶颈,增强工程质量监管能力,提高工程监理质量水平,具有深远意义。
Abstract: After more than 30 years of development, the supervision units in various industries in China have their own characteristics, but the supervision quality control is basically carried out around the seven major means of “review, witnessing, on-site supervision, suspension of work for inspection, inspection, parallel inspection and acceptance” in the supervision specifications. The author found that there are some problems in the application of the “parallel inspection” means of supervision in engineering, namely, “the existing supervision documents do not fully explain the applicable scenarios of ‘parallel inspection’ and lack relevant operating specifications, resulting in insufficient understanding of this means by supervision personnel and non-standard operation”. These problems seriously hinder the role of “parallel inspection”. Therefore, further standardizing the application of “parallel inspection” means is of far-reaching significance for breaking the bottleneck of supervision quality management, enhancing the ability to supervise engineering quality, and improving the quality level of engineering supervision.
