数字经济背景下农村电商发展问题的法律对策研究

摘要: 在数字经济来临的时代背景之下，大数据、人工智能等科技手段的运用极大促进了农村电子商务的发展。农村电商市场繁荣发展的今天，仍存在着一些法律问题亟需解决。问题主要集中表现为：农村电商市场准入规则不完善、电商经营主体法律维权意识淡薄、监督主体监督不力。对此，本文提出健全农村电商配套法律规范、提升电商经营主体法律意识、构建数字化监管及维权平台等措施来解决农村电商发展过程中存在的法律问题，扫除农村电子商务发展过程中存在的障碍，力求农村电商能够搭乘“数字经济”的时代快车，奔向新的辉煌。

Abstract: Under the background of digital economy, the application of big data, artificial intelligence and other scientific and technological means has greatly promoted the development of rural e-commerce. Today, with the prosperity and development of the rural e-commerce market, there are still some legal problems that need to be solved urgently. The main problems are as follows: the market access rules of rural e-commerce are not perfect, the awareness of legal rights protection of e-commerce operators is weak, and the supervision of supervisors is weak. In this regard, this paper puts forward some measures to solve the legal problems existing in the development of rural e-commerce, such as perfecting the supporting legal norms of rural e-commerce, enhancing the legal awareness of e-commerce operators, and building digital supervision and rights protection platform, so as to remove the obstacles existing in the development of rural e-commerce, and strive for rural e-commerce to take the “digital economy” express train and rush to new glory.
