电网企业绿色采购评价指标体系研究
Research on the Green Procurement Evaluation Indicator System for Power Grid Enterprises
摘要: 本研究面向“双碳”目标下电网企业绿色采购管理需求,旨在构建系统化的绿色采购评价指标体系。研究基于绿色供应链理论,结合国内外实践与政策导向,通过文献分析、案例比较研究、层次分析等方法,构建了覆盖货物类、工程类和服务类产品的绿色采购评价指标体系,包括三级指标及相应的得分权重、评价规则和应用场景。研究结果表明,该评价指标体系可有效识别产品的全生命周期环境绩效,为绿色产品筛选与供应链优化提供决策支持。研究结论认为,该评价指标体系为电网企业建立标准化绿色采购规范提供了理论依据和方法支撑,对推动电力行业绿色低碳转型具有实践价值。
Abstract: This study addresses the green procurement management needs of power grid enterprises under the “dual carbon” targets, aiming to construct a systematic green procurement evaluation indicator system. Based on green supply chain theory, domestic and global practices, and policy orientations, the research employs literature analysis, case comparison studies, and the analytic hierarchy process to develop an evaluation indicator system covering goods, engineering, and service products. The system includes three levels of indicators, as well as the scoring weights, evaluation rules, and application scenarios. The results demonstrate that the system effectively identifies the life-cycle environmental performance of products, providing decision support for green product screening and supply chain optimization. The study concludes that the evaluation indicator system offers a theoretical foundation and methodological framework for establishing standardized green procurement specifications in power grid enterprises, with practical value for advancing the green and low-carbon transition of the power industry.
