Legal Issues of Consumer Rights Protection in Online Payment

摘要: 随着数字经济的深度发展，网络支付已成为社会经济活动的核心支付方式，但其技术迭代与模式创新也带来了消费者权益保护的新挑战。本文以网络支付与消费者权益保护的基础理论为起点，系统分析当前立法、执法监管及纠纷解决的现状，剖析其中存在的法律法规不完善、监督机制不健全、纠纷解决途径不畅通等问题，并从立法、监管、纠纷解决三个维度提出完善建议，旨在为构建更安全、公平的网络支付环境提供法律层面的理论支撑与实践指引。

Abstract: With the deepening development of the digital economy, online payment has become the core payment method in socio-economic activities. However, technological advancements and innovative models have also brought new challenges to consumer rights protection. Starting from the foundational theories of online payment and consumer rights protection, this paper systematically analyzes the current status of legislation, law enforcement supervision, and dispute resolution mechanisms. It examines existing issues such as incomplete legal frameworks, inadequate supervision mechanisms, and inefficient dispute resolution channels. Proposing improvement suggestions from three dimensions—legislation, regulation, and dispute resolution—the paper aims to provide theoretical support and practical guidance at the legal level for building a safer and fairer online payment environment.
