“双碳”目标下乡村振兴发展路径

The Development Path of Rural Revitalization under the “Dual Carbon” Goals

摘要: 本文以云南省临沧市双江自治县勐库镇为研究对象，聚焦“双碳”目标与乡村振兴战略协同推进。勐库镇是西南边疆少数民族地区，以第一产业为主，茶叶、玉米等生产加工碳排放高，传统方式加剧碳排放。研究分析“双碳”目标与乡村振兴在经济、人文层面关联，提出乡村旅游与绿色发展融合、推广生态农业、优化乡村治理、传播低碳理念等路径，并从构建乡村低碳治理体系、推动农业农村碳达峰碳中和、强化政策协同等方面给出结合策略，旨在为边疆地区产业结构调整和经济绿色低碳发展提供参考，助力实现双赢。

Abstract: This paper takes Mengku Town in Shuangjiang Autonomous County, Lincang City, Yunnan Province as the research object, focusing on the coordinated advancement of the “dual carbon” goals and the rural revitalization strategy. Mengku Town is a minority area in the southwestern border region, with the primary industry as its mainstay. The production and processing of tea, corn and other products have high carbon emissions, and traditional methods exacerbate carbon emissions. The paper analyzes the correlation between the “dual carbon” goals and rural revitalization in economic and cultural aspects, and proposes paths such as integrating rural tourism with green development, promoting ecological agriculture, optimizing rural governance, and disseminating low-carbon concepts. It also provides combined strategies from aspects such as building a rural low-carbon governance system, promoting carbon peaking and carbon neutrality in agriculture and rural areas, and strengthening policy coordination, aiming to provide references for the industrial structure adjustment and green and low-carbon economic development in border areas, and to help achieve a win-win situation.
