数字技术赋能乡村振兴的内在机理、现实挑战与优化路径

Intrinsic Mechanism, Practical Challenges and Optimization Paths of Digital Technology Empowerment for Rural Revitalization

摘要: 数字技术赋能乡村振兴是实现全体人民共同富裕、加快现代化建设的必要举措。数字技术作为推动乡村社会转型的关键力量，通过赋能产业转型、改善乡村生态文明建设、重塑乡风文明、提升乡村治理效能等机制驱动乡村发展，但在此过程中也面临着相关制度支撑不足、农村基础设施建设薄弱及农民数字素养较低、数字化人才紧缺的难题。为摆脱赋能过程中的现实困境，实现“数字下乡”，亟待聚焦制度、基础设施、人才三个维度进行优化，推动农业农村现代化发展。

Abstract: Digital technology empowerment for rural revitalization is an essential measure to achieve common prosperity for all people and accelerate modernization. As a key driver for rural social transformation, digital technology propels rural development through mechanisms such as empowering industrial transformation, enhancing the ecological conservation of rural areas, reshaping rural cultural traditions, and improving the efficiency of rural governance. However, this process faces challenges including insufficient supporting systems, weak rural infrastructure, low digital literacy among farmers, and a shortage of digital talents. To overcome practical difficulties in the empowerment process and realize “Digital Access to Rural Areas”, it is urgent to focus on optimization across three dimensions—policy formulation, infrastructure, and talent development—to promote the modernization of agriculture and rural areas.
