摘要: 全面深化改革赋能新质生产力是推动高质量发展的重大命题，是激活经济内生动力的关键实践方向，是新时代构建现代化经济体系的重要组成部分。全面深化改革在制度创新中不断夯实新质生产力发展根基，在要素优化中持续强化新质生产力核心动能，在实践探索中逐步完善新质生产力赋能体系。它推动新质生产力从单点创新向系统协同升级，从局部实践向全局拓展延伸，为经济高质量发展提供坚实支撑。全面深化改革同样蕴含着新质生产力发展所需的制度保障，奠定了新质生产力成长的要素底蕴，构建了新质生产力培育的实践框架。本文系统阐释改革与新质生产力的互动机理，为激活经济内生动力、推动经济高质量发展与发展模式转型提供理论参考与实践路径。

Abstract: Comprehensively deepening reform to empower new-quality productive forces is a major proposition for advancing high-quality development, a key practical direction for activating the internal impetus of the economy, and an important component of building a modern economic system in the new era. By means of institutional innovation, comprehensively deepening reform constantly consolidates the foundation for the development of new-quality productive forces; through factor optimization, it continuously strengthens the core driving force of new-quality productive forces; and in the course of practical exploration, it gradually improves the empowerment system for new-quality productive forces. It drives new-quality productive forces to upgrade from single-point innovation to systematic coordination and expand from local practice to overall development, thus providing solid support for high-quality economic development. Moreover, comprehensively deepening reform embodies the institutional guarantees required for the development of new-quality productive forces, lays the foundation of essential elements for the growth of new-quality productive forces, and establishes a practical framework for the cultivation of new-quality productive forces. This paper systematically explains the interaction mechanism between reform and new-quality productive forces, and provides theoretical reference and practical paths for stimulating the internal impetus of the economy and facilitating Chinese modernization.
