政策工具视角下的我国校园足球政策分析

Analysis of China’s Campus Football Policy from the Perspective of Policy Tools

摘要: 对校园足球政策工具展开研究，既可以增强我国校园足球管理者在制定政策时的科学性与合理性，也是推动校园足球政策成功执行的关键。本研究基于政策工具分类理论，综合运用文本分析与价值链分析方法，构建了以环境型、供给型与需求型政策工具为X维度，以校园足球基本活动与支持活动为Y维度的分析框架。研究发现，当前政策体系存在明显结构性失衡、工具使用不均衡、价值链覆盖不完整、硬件建设优于文化建设、课程培训与校外资源衔接薄弱、监督机制与政策协同性较差等问题。针对上述问题，本文提出促进政策工具与价值链的协同发展、强化课程教学与师资培养和针对各类型政策工具的优化建议，以期提升校园足球政策资源的配置效率和整体实施效果，推动我国校园足球的可持续发展。

Abstract: A study on the campus football policy tools can not only enhance the scientificity and rationality of policy formulation by Chinese campus football managers, but also serve as a key factor in promoting the successful implementation of campus football policies. Based on policy tool classification theory, this research employs text analysis and value chain analysis methods to construct an analytical framework with environmental, supply, and demand-based policy tools as the X-dimension, and basic activities and support activities of campus football as the Y-dimension. The study reveals current issues such as a significant structural imbalance in the policy system, uneven use of policy tools, incomplete value chain coverage, hardware construction prioritized over cultural development, weak integration between curriculum training and external resources, and inadequate monitoring mechanisms and policy coordination. In response to these problems, this paper proposes recommendations to promote the synergistic development of policy tools and the value chain, strengthen curriculum teaching and teacher training, and optimize various types of policy tools, with the aim of improving the allocation efficiency of campus football policy resources and the overall implementation effectiveness, thereby advancing the sustainable development of campus football in China.
