高校工会数字治理视角下助力乡村电商经济发展的路径研究——以数字赋能与群团协同为导向

Research on the Path of University Trade Unions Assisting the Development of Rural E-Commerce Economy from the Perspective of Digital Governance —Guided by Digital Empowerment and Group Collaboration

摘要: 在数字经济与乡村振兴战略的深度融合下，乡村电商已成为推进农村产业结构升级和促进城乡融合发展的重要引擎。然而，其发展仍面临产业链条短、人才匮乏、数字化水平低及协同机制薄弱等结构性问题。本文以高校工会为研究视角，引入数字治理理念，构建“智力赋源–数字赋能–协同共进”的三维路径优化模型，系统探讨高校工会助力乡村电商高质量发展的现实路径与治理机制。研究表明，高校工会可依托制度优势和智力资源整合能力，通过组织倡导推动科研成果产业化延伸、通过技术创新支撑乡村电商数字化转型，并以人才培养与协同治理促进产业循环与要素共生，从而实现“组织–技术–产业”三方联动，构筑开放共享、智能高效的乡村电商发展生态。本文的研究不仅拓展了高校工会数字治理功能的理论空间，也为数字乡村建设与高校群团组织的社会化转型提供了可复制的实践参考。

Abstract: With the deep integration of the digital economy and the rural revitalization strategy, rural e-commerce has become an important engine for promoting the structural upgrading of rural industries and facilitating urban-rural integration. However, its development still faces structural challenges such as short industrial chains, talent shortages, low levels of digitalization, and weak collaborative mechanisms. Taking university trade unions as the research perspective and introducing the concept of digital governance, this article constructs a three-dimensional path optimization model of “intellectual empowerment-digital enablement-collaborative advancement” to systematically explore the practical paths and governance mechanisms through which university trade unions can promote the high-quality development of rural e-commerce. The study shows that university trade unions, by leveraging their institutional advantages and capacity for intellectual resource integration, can facilitate the industrialization of scientific research achievements through organizational guidance, support rural e-commerce digital transformation through technological innovation, and promote industrial circulation and element synergy through talent cultivation and collaborative governance. In doing so, they achieve a three-way linkage among organization, technology, and industry, thereby building an open, intelligent, and efficient rural e-commerce ecosystem. This research not only broadens the theoretical scope of the digital governance function of university trade unions but also provides a replicable practical reference for digital rural construction and the social transformation of university trade union organizations.
