粤港澳协同办赛的制度创新与经验启示——基于十五运实践案例

Institutional Innovation and Lessons Learned from the Collaborative Hosting in Guangdong, Hong Kong, and Macao—A Case Study Based on the 15th National Games

摘要: 粤港澳三地首次联合承办第十五届全国运动会及残特奥会，标志着全运会办赛模式的历史性突破。本文以十五运为实践案例，系统分析粤港澳协同办赛过程中的制度创新路径与协同治理机制。研究发现，三地在组织架构、项目布局与场馆建设等方面实现了多维度创新：构建了“1 + 4”联络机制与专业指挥体系，推动“同频沟通、同心决策、同步执行”；通过“多城办赛”与“跨境办赛”优化赛事布局，强化区域协同；践行简约、绿色、共享的场馆建设理念，提升资源利用效率。这些创新实践不仅保障了赛事的顺利举办，也为粤港澳大湾区在规则衔接、公共服务一体化与区域治理等方面提供了可复制、可推广的制度样本，对推动大湾区深度融合与国家治理现代化具有重要的启示意义。

Abstract: The first joint hosting of the 15th National Games and Paralympic Games by Guangdong, Hong Kong, and Macao marked a historic breakthrough in the National Games’ hosting model. This paper uses the 15th National Games as a case study to systematically analyze the institutional innovation paths and collaborative governance mechanisms in the collaborative hosting process of Guangdong, Hong Kong, and Macao. The study finds that the three regions achieved multi-dimensional innovations in organizational structure, project layout, and venue construction: a “1 + 4” liaison mechanism and professional command system were established to promote “synchronized communication, unified decision-making, and simultaneous execution”; the event layout was optimized through “multi-city hosting” and “cross-border hosting”, strengthening regional collaboration; and the concept of simple, green, and shared venue construction was practiced to improve resource utilization efficiency. These innovative practices not only ensured the smooth running of the Games but also provided replicable and scalable institutional models for the Guangdong-Hong Kong-Macao Greater Bay Area in terms of rule alignment, public service integration, and regional governance, offering important insights for promoting the deep integration of the Greater Bay Area and the modernization of national governance.
