业财融合视角下涉农高职院校创新国际交流与合作新模式的实践与探索——以黑龙江农业经济职业学院为例

Practice and Exploration of Innovative International Exchange and Cooperation Models in Agricultural Vocational Colleges from the Perspective of Business-Finance Integration—A Case Study of Heilongjiang Agricultural Economic Vocational College

摘要: 近年来，黑龙江农业经济职业学院锚定服务“四新经济”战略需求，聚焦龙江当好国家对俄战略桥头堡、建好建强“三基地，一屏障，一高地”新时代新使命，学院以国家“双高计划”项目为牵动，以牡丹江市国家级经济技术开发区、中国(黑龙江)自由贸易试验区绥芬河片区等为依托，深化对俄交流与合作，服务国际粮食产能合作，助力打造龙江向北开放新高地，取得了系列成效，为职业教育开展国际交流与合作提供了农经经验。本文旨在业财融合视角下，结合国际化项目的运行管理，探索涉农高职院校创新国际交流与合作新模式，提出完善制度、优化流程、数据融通、绩效评价的优化路径，以促进我国职业教育的发展水平。

Abstract: In recent years, Heilongjiang Agricultural Economic Vocational College has focused on serving the strategic needs of the “four new economies”, and on Heilongjiang’s role as a strategic bridgehead for national relations with Russia and its new mission of building and strengthening “three bases, one barrier, and one high ground” in the new era. The college, driven by the national “Double High-Level Plan” project and relying on the Mudanjiang National Economic and Technological Development Zone and the Suifenhe Area of the China (Heilongjiang) Pilot Free Trade Zone, has deepened exchanges and cooperation with Russia, served international food production capacity cooperation, and contributed to building a new high ground for Heilongjiang’s opening up to the north, achieving a series of results and providing agricultural economic experience for international exchange and cooperation in vocational education. This paper aims to explore innovative international exchange and cooperation models for agricultural vocational colleges from the perspective of business-finance integration, combining the operation and management of international projects, and proposes optimization paths for improving systems, optimizing processes, data integration, and performance evaluation, so as to promote the development level of vocational education in my country.
