对我国地方政府能力提升的思考

The Thought of Improving Ability of Local Government in China

摘要: 学者们对于地方政府能力的研究已经相当很深入，但是基于视角的不同，笔者认为地方政府能力是地方政府处理地方事务的各项能力之和，是一种全新的解释。首先，地方政府能力应包括预测能力、政策分析能力、政策执行能力、危机管理能力、资源整合能力、回应能力等。其次，制约地方政府能力提升的主要因素主要有两方面：第一是政府自身因素，第二是公民因素。最后，基于制约地方政府能力提升的因素提出了地方政府能力提升的有效途径，为我国地方政府提升自身能力提供了理论依据。

Abstract: The study of the ability of local government by scholars was very deep, but according to the different angles of view, the author thinks that the ability of local government is the sum of the ability of local governments dealing with local affairs, which is a kind of brand-new explanation. First of all, the ability of local government should include abilities of prediction, policy analysis, policy implementation and crisis management, resources integration, response and so on. Second, the main factors restricting the promoting ability of local government mainly include two aspects: the factors of government and the factors of citizens. Finally, based on the restriction factors that improve the ability of local government, the effective ways improving the ability of local government are put forward, which provide a theoretical basis for improvement of the local government’s own ability in China.
