基于GIS技术的林政资源管理与征占用林地审批信息化建设研究
Research on the Informationization Construction of Forest Resource Management and Land Acquisition Approval Based on GIS Technology
摘要: 在传统林政资源管理及征占用林地审批工作中,全程依赖人工踏勘、纸质记录与线下审批,不仅存在数据采集耗时费力、误差率高的问题,还普遍面临审批流程繁琐冗长、跨部门信息传递滞后且不对称等堵点,这不仅加重了基层林业工作人员的负担,更严重制约了林业管理的整体效能提升。GIS技术凭借其在空间数据精准采集、多维度分析及可视化呈现上的独特优势,成为破解上述行业困境的关键技术支撑。本文以麒麟区林政管理实践为研究载体,聚焦征占用林地审批这一核心业务环节,构建“数据融合–协同核查–动态预警”三位一体的信息化支撑体系。通过制定统一的数据格式、坐标系及属性字段规范,系统整合林权档案、林地空间规划、审批政策文件及项目申报材料等多源数据;依托GIS空间分析、数据库管理及可视化等核心技术,搭建线上协同审批平台,实现从项目申报、材料审核到实地核查、结果公示的全流程线上协同与动态监管。
Abstract: In traditional forest resource management and forest land acquisition approval work, the entire process relies on manual survey, paper records, and offline approval. This not only leads to time-consuming and labor-intensive data collection, high error rates, but also commonly faces obstacles such as cumbersome and lengthy approval processes, delayed and asymmetric cross departmental information transmission. This not only increases the burden on grassroots forestry workers, but also seriously restricts the overall efficiency improvement of forestry management. GIS technology, with its unique advantages in precise spatial data collection, multi-dimensional analysis, and visualization presentation, has become a key technical support for solving the above-mentioned industry difficulties. This article takes the forestry management practice in Qilin District as the research carrier, focusing on the core business process of land acquisition and occupation approval, and constructing an information-based support system of “data fusion collaborative verification dynamic warning”. By establishing a unified data format, coordinate system, and attribute field specification, the system integrates multi-source data such as forest right archives, forest spatial planning, approval policy documents, and project application materials; Based on core technologies such as GIS spatial analysis, database management, and visualization, an online collaborative approval platform is built to achieve full process online collaboration and dynamic supervision from project application, material review to on-site verification and result disclosure.
