赤峰市导游法治意识现状及提升研究

Research on the Current Situation and Improvement of Legal Awareness among Tour Guides in Chifeng City

摘要: 2021年颁布的《中央宣传部、司法部关于开展法治宣传教育的第八个五年规划(2021~2025年)》中强化法治理念培育，本文从加强导游法治意识对赤峰旅游业的发展至关重要的角度出发，分析赤峰市导游法治意识的现状，得出赤峰市导游的法治意识有待提高的结论，并针对现有的问题提出了提升导游法治意识的建议，以促进赤峰旅游业的发展。导游法治意识淡薄导致从业人员状况频出，如投诉以及涉法案件。对于导游法治意识方面，梳理旅游行业法治建设、导游职业行为规范等相关领域文献后，发现针对导游法治意识这一细分领域，尚未形成系统研究，缺乏对其内涵、结构维度、影响因素及作用机制的深入探讨。

Abstract: The Eighth Five-Year Plan for the Development of Legal Publicity and Education (2021~2025), issued by the Central Propaganda Department and the Ministry of Justice in 2021, emphasizes the cultivation of the concept of the rule of law. This article analyzes the current situation of the legal awareness of tour guides in Chifeng City from the perspective that strengthening their legal awareness is crucial to the development of the tourism industry in Chifeng. It concludes that the legal awareness of tour guides in Chifeng needs to be improved, and proposes suggestions to enhance their legal awareness in response to existing issues, in order to promote the development of the tourism industry in Chifeng. The weak legal awareness of tour guides has led to frequent incidents among practitioners, such as complaints and legal cases. After reviewing literature on the legal construction of the tourism industry, professional conduct norms for tour guides, and other related fields, it is found that there is no systematic research on the specific area of tour guides’ legal awareness, lacking in-depth exploration of its connotation, structural dimensions, influencing factors, and mechanisms of action.
