数字包容视角下乡村老年人数字失能的表现及对策研究

A Study on the Manifestations and Countermeasures of Digital Disability among Rural Elderly from the Perspective of Digital Inclusion

摘要: 在数字乡村建设提速与乡村老龄化加剧的双重背景下，乡村老年人因个体生理与认知弱势、社会支持不足、制度适配偏差及市场供给缺失等原因，而面临着“接入难–使用难–知识辨别难–权益维护难”四层递进的数字失能困境，使得乡村老年人数字失能问题成为制约数字包容与社会公平的关键议题。所以，本文将从“接入、能力、环境、权益”四方面深入分析乡村老年人数字失能的表现，并且给出相对应的解决措施。本文旨在为推进乡村老年人数字融入、缩小数字鸿沟、实现数字乡村建设与养老服务协同发展提供理论参考，助力乡村建设。

Abstract: Against the backdrop of rapid digital rural development and a rapidly aging rural population, the digital exclusion of the elderly has become a critical barrier to social equity. Rooted in individual physiological and cognitive limitations, coupled with inadequate social support, institutional misalignment, and market supply gaps, rural seniors are trapped in a four-tiered cycle of digital incapacity: Access barriers, Usage difficulties, Knowledge discernment challenges, and Rights protection issues. To address this, this paper conducts an in-depth analysis of these manifestations through the framework of “Access, Capability, Environment, and Rights”, and proposes targeted countermeasures. The study aims to provide theoretical insights for facilitating the digital inclusion of rural seniors, bridging the digital divide, and fostering the synergistic development of digital rural initiatives and elderly care services.
