一年制船员培训模式对航运业人力资源供给的优化作用研究
Optimizing Human Resource Supply: A Study on the Role of the One-Year Crew Training Model in the Shipping Industry
摘要: 在航运强国、海洋强国战略背景下,全球航运业面临严峻的高级船员短缺危机,传统船员培养模式的“慢供给”已难以匹配行业“快用人”需求。一年制船员培训模式作为政策引导下的创新培养路径,以“精准化、高强度、重实操”为核心特征,通过精简整合理论课程、强化创新实操训练、实施模块化教学,大幅缩短人才培养周期。本文梳理一年制船员培训政策演进历程,分析其与传统培养模式的差异,结合湖北交通职业技术学院实践案例论证培训效果,最终从填补人才缺口、优化队伍结构、适配企业需求三个维度,阐明一年制船员培训模式对航运业发展的积极影响,为航运业高质量发展提供人才支撑路径参考。
Abstract: Against the backdrop of the strategy of building a strong shipping and maritime nation, the global shipping industry is facing a severe shortage crisis of senior crew members. The traditional crew training model of “slow supply” is no longer able to match the industry’s demand for “quick employment”. As an innovative training path guided by policies, the one-year crew training model takes “precision, high intensity, and emphasis on practical operation” as its core characteristics. By streamlining and integrating theoretical courses, strengthening innovative practical training, and implementing modular teaching, it significantly shortens the talent training cycle. This article reviews the evolution of the one-year crew training policy, analyzes its differences from traditional training models, and uses practical cases from Hubei Communications Technical College to demonstrate the effectiveness of the training. Finally, from three dimensions of filling talent gaps, optimizing team structure, and adapting to enterprise needs, it elucidates the positive impact of the one-year crew training model on the development of the shipping industry, providing a talent support path reference for high-quality development of the shipping industry.
