Discussion on the Operation of Grassroots Meteorological Observation Quality Management System

摘要: 气象观测质量管理体系是保障观测数据准确性与业务稳定运行的关键。本文基于安徽省气象观测质量管理体系近年来的运行实践，系统分析了体系在基层台站实施过程中面临的主要问题。针对存在的现实问题，本文从基础设施建设与标准化改造、人才培养与激励、管理机制与数据深度应用等方面提出优化对策建议，旨在为提升基层气象观测质量管理体系的持续改进能力与运行效能提供实践参考。

Abstract: The quality management system for meteorological observations is crucial for ensuring the accuracy of observational data and the stable operation of operational services. This paper systematically analyses the principal challenges encountered during the implementation of the meteorological observation quality management system at grassroots stations in Anhui Province, based on its operational practice in recent years. To address existing practical issues, this paper proposes optimization measures from the aspects of infrastructure construction and standardization, talent development and incentives, management mechanisms, and in-depth application of data, aiming to provide practical references for enhancing the continuous improvement capability and operational efficiency of the grassroots meteorological observation quality management system.
