“十五五”时期加强农业建设项目管理的思考

摘要: “十五五”时期是农业农村现代化与乡村全面振兴的关键阶段,农业建设项目作为核心载体,其管理水平直接影响财政资金效益与国家农业战略落地。文章立足“提质增效、绿色可持续”的目标转变,结合数字化、全产业链等新趋势,界定农业建设项目管理的内涵与特征。结合实证研究成果,剖析制度配套滞后、建管脱节、质量管控不足、绩效指标模糊、专业人才匮乏等突出问题。结合数字孪生、绿色低碳等前沿方向,提出完善制度体系、构建智慧管理平台、强化全生命周期管控、健全绩效管理机制、打造复合型人才队伍的对策,为破解管理瓶颈、推动项目管理转型提供理论支撑与实践指导,助力农业强国建设。
Abstract: The “15th Five-Year Plan” period represents a critical stage for the modernization of agriculture and rural areas and the comprehensive revitalization of rural areas. As the core carrier, agricultural construction projects have their management level directly bearing on the efficiency of fiscal funds and the implementation of national agricultural strategies. Based on the goal transformation of “improving quality and efficiency, and pursuing green and sustainable development”, and integrating new trends such as digitalization and the whole industry chain, this paper defines the connotation and characteristics of agricultural construction project management. By synthesizing the findings of empirical studies, it analyzes prominent problems including lagging institutional supporting measures, disconnection between construction and management, insufficient quality control, vague performance indicators, and shortage of professional talents. In light of cutting-edge directions such as digital twin and green and low-carbon development, the paper puts forward countermeasures: improving the institutional system, building a smart management platform, strengthening whole-life cycle management and control, improving the performance management mechanism, and fostering a team of interdisciplinary talents. This research provides theoretical support and practical guidance for breaking through management bottlenecks and promoting the transformation of project management, so as to contribute to the construction of a strong agricultural country.
