乡村振兴战略下老年人力资源开发研究

Research on the Development of Elderly Human Resources under the Rural Revitalization Strategy

摘要: 在乡村振兴战略推进与农村人口老龄化加剧的双重背景下，老年人力资源开发成为破解农村劳动力短缺、激活乡村发展动能的关键。本文以马克思主义理论为指导，立足农村老年人口内在禀赋与区域异质性，阐释乡村振兴与老年人力资源开发的辩证关系，剖析开发面临的主体、客体与环境层面多重约束。基于“理论逻辑–现实图景–路径探索”框架，从政策协同、能力提升、文化重塑三维构建系统性开发路径，推动老年群体从“被动养老”转向“主动作为”，实现老有所为与乡村振兴良性互动，为构建中国特色农村老龄化应对体系提供理论与实践参考。

Abstract: Under the dual background of the promotion of the rural revitalization strategy and the intensification of rural population aging, the development of elderly human resources has become a key to solving the shortage of rural labor force and activating the development momentum of the countryside. This paper, guided by Marxist theory, based on the inherent endowments and regional heterogeneity of rural elderly population, explains the dialectical relationship between rural revitalization and the development of elderly human resources, and analyzes the multiple constraints at the levels of subject, object and environment in the development. Based on the framework of “theoretical logic—real picture—path exploration”, it constructs a systematic development path from three dimensions: policy coordination, capacity improvement and cultural reshaping, to promote the elderly group to shift from “passive elderly care” to “active participation”, achieving a positive interaction between the elderly and rural revitalization, and providing theoretical and practical references for building a Chinese rural aging response system.
