“投资于人”对破解老年人力资源开发困境的启示
Enlightenment of “Investing in People” to Resolve the Dilemma in Elderly Human Resource Development
摘要: “投资于人”核心是以人的全面发展为导向,通过资源倾斜、能力赋能、环境优化,激发人的潜能与价值,是全球共识的发展理念。当前我国人口老龄化深度推进,老年人口规模持续扩大,低龄老年群体具备可观体力、丰富经验与较强劳动意愿,老年人力资源已成为重要的潜在社会资源。但我国老年人力资源开发仍面临认知偏见深、能力适配不足、保障体系不完善、开发渠道单一等多重困境,导致老年群体价值难以释放。立足“投资于人”理念核心内涵,阐释其对老年人力资源开发的适配性与指导价值,剖析当前老年人力资源开发的现实困境及成因,从观念引导、能力赋能、制度保障、渠道拓展四个维度,提出基于“投资于人”理念的破解路径,助力盘活老年人力资源,实现老年群体自我价值,为积极应对人口老龄化、拓宽劳动力供给、推动经济社会可持续发展提供支撑。
Abstract: The core of “Investing in People” is a globally recognized development concept that centers on the all-around development of individuals. It unlocks human potential and values through resource inclination, capacity empowerment and environmental optimization. Currently, China is experiencing an in-depth advancement of population aging with a steadily expanding elderly population. The young-old group boasts considerable physical strength, rich experience and a strong willingness to work, making elderly human resources an important potential social resource. However, the development of elderly human resources in China is confronted with multiple predicaments, including deep-seated cognitive biases, inadequate capacity matching, an imperfect security system and a single development channel, which hinder the realization of the elderly’s value. Based on the core connotation of the “Investing in People” concept, this paper expounds on its adaptability and guiding value to the development of elderly human resources, analyzes the practical predicaments and their causes in the current development process, and proposes solutions from four dimensions: concept guidance, capacity empowerment, institutional guarantee and channel expansion. These solutions are designed to revitalize elderly human resources, help the elderly achieve self-worth, and provide support for proactively responding to population aging, expanding labor supply and promoting the sustainable economic and social development of China.
