数字化档案管理赋能乡村振兴的机制及路径研究

Research on the Mechanism and Pathways of Digital Archival Management Empowering Rural Revitalization

摘要: 在乡村振兴战略深入实施与数字中国建设全面推进的背景下，基层治理数字化转型已成为推动农村现代化的必然趋势。本文聚焦数字化档案管理这一核心要素，探讨其能否显著提升乡村振兴水平。研究将国家档案局推行的“档案工作服务农村基层社会治理试点”视为一项准自然实验，基于2016~2023年中国各省面板数据，采用多期双重差分法(DID)评估了该政策的实施效应。研究发现：数字化档案管理试点能显著提升当地乡村振兴综合水平，在经过平行趋势检验、安慰剂检验等稳健性处理后结果依然成立。研究结论为进一步深化档案工作数字化转型、构建“档案 + 治理”赋能体系提供了实证依据与政策参考。

Abstract: Against the backdrop of the in-depth implementation of the rural revitalization strategy and the comprehensive advancement of digital China, the digital transformation of grassroots governance has become an inevitable trend in promoting rural modernization. This study focuses on the core element of digital archival management, exploring whether it can significantly enhance the level of rural revitalization. The research treats the “Pilot Project of Archival Work Serving Rural Grassroots Social Governance” initiated by the National Archives Administration as a quasi-natural experiment. Based on panel data from Chinese provinces spanning 2016 to 2023, the study employs a multi-period difference-in-differences (DID) approach to evaluate the policy’s implementation effects. Findings reveal that the pilot of digital archival management can significantly improve the comprehensive level of local rural revitalization, with results remaining robust after parallel trend tests and placebo tests. The study’s conclusions provide empirical evidence and policy references for further deepening the digital transformation of archival work and building an “archive + governance” empowerment system.
