乡村振兴视域下农村互助养老服务运行模式研究

Research on the Operational Model of Rural Mutual-Aid Elderly Care Services from the Perspective of Rural Revitalization

摘要: 农村互助养老是推动乡村振兴战略在养老领域有效落实的重要组成部分。随着广州市农村人口老龄化程度不断加深，农村家庭照护能力持续弱化，农村地区在养老服务供给、组织管理和制度保障等方面的压力日益显现。在乡村振兴战略和积极应对人口老龄化战略的大框架下，广州市不断探索以社区为依托、以邻里互助为基础、以基层组织为支撑的农村互助养老模式，推动农村养老服务体系不断完善。本文基于对广州市农村互助养必要性及可行性分析，深入剖析广州农村互助养老模式的探索，并总结广州市在组织动员、平台建设、服务供给方面的创新做法，旨在探索适应新阶段乡村实际的互助养老发展路径，为提升农村互助养老的可持续性和服务效能提供可借鉴的经验。

Abstract: Rural mutual-aid elderly care has become an essential component in advancing the Rural Revitalization Strategy within the field of elderly care. As the aging population in Guangzhou’s rural areas continues to expand and traditional family-based care capacities weaken, increasing pressures have emerged in service provision, organizational management, and institutional support. Within the broader framework of the Rural Revitalization Strategy and the national strategy for actively responding to population aging, Guangzhou has explored a rural mutual-aid elderly care model that relies on community support, neighbor-based mutual assistance, and grassroots organizational governance, contributing to the gradual improvement of the rural elderly care service system. Based on an analysis of the necessity and feasibility of rural mutual-aid elderly care in Guangzhou, this study examines the city’s practical explorations and summarizes its innovations in organizational mobilization, platform development, and service provision. The aim is to identify a development path for mutual-aid elderly care that is compatible with the realities of rural areas in the new stage of rural revitalization, and to provide experience that may serve as a reference for enhancing the sustainability and effectiveness of rural mutual-aid elderly care services.
