数字乡村建设赋能农村养老服务智慧化升级研究——基于江苏省淮安市的调查与分析

Research on Empowering Rural Elderly Care Services with Intelligent Upgrading through Digital Village Construction—Based on the Investigation and Analysis of Huai’an City, Jiangsu Province

摘要: 我国农村人口老龄化日益加剧，传统农村养老服务模式已经无法满足农村老年人日益多样化、多层次的养老服务需求。数字乡村建设为农村养老服务的智慧化升级提供了一次新的契机。本文基于数字包容理论、赋能理论、协同治理理论，以江苏省淮安市农村地区为实证调研点，分析了农村养老服务智慧化升级存在的困难及原因，并立足数字乡村建设，从基础设施、服务供给、产业融合、相关支撑四个层面提出了农村养老服务智慧化升级的实践路径，从而构建新型农村智慧养老服务模式，为乡村全面振兴和积极应对人口老龄化提供现实支撑。

Abstract: The aging of the rural population in China is intensifying, and the traditional rural elderly care service model has been unable to meet the increasingly diverse and multi-layered demands for elderly care service among rural seniors. The construction of digital villages presents a new opportunity for the intelligent upgrading of rural elderly care services. Based on digital inclusivity theory, empowerment theory, and collaborative governance theory, this paper takes the rural areas of Huai’an City, Jiangsu Province, as an empirical research site to analyze the difficulties and reasons for the intelligent upgrading of rural elderly care services, and based on the construction of digital villages, propose a practical pathway for the intelligent upgrading of rural elderly care services from four aspects: infrastructure, service supply, industrial integration, and related support. This aims to build a new model of intelligent rural elderly care services, offering tangible support for the comprehensive revitalization and the proactive response to population aging.
