摘要: 本文针对当前科技成果评价机制存在的评价主体单一化、标准缺乏科学性、市场机制与法律保障不完善以及转化应用效率低等突出问题,旨在探索优化路径。研究在“五元价值”导向等政策背景下,系统分析目前存在机制的痛点,构建一个“竞争性–权威性”相结合的双轮驱动理论框架。竞争性机制引入多元主体参与、市场激励及“赛马制”等方式激发创新活力,优化资源配置;权威性机制则建立科学统一的分类评价标准、强化法律政策保障及构建可信数据空间,以确保评价的公正公平。二者协同作用,共同提升评价效能。本文进一步从评价主体多元化、指标科学化、过程透明化、政策法律保障、指标体系构建与智能应用路径五个维度提出了具体的优化实施路径。本研究结论提出推动竞争性与权威性机制的深度融合与动态平衡,可为相关改革提供理论支撑与实践指南。
Abstract: This article addresses the prominent issues existing in the current scientific and technological achievement evaluation mechanism, such as the singularity of evaluation subjects, the lack of scientific standards, the imperfection of market mechanisms and legal guarantees, and the low efficiency of transformation and application. It aims to explore the optimization paths. Under the policy background of the “five-element value” orientation, the study systematically analyzes the pain points of the existing mechanism and constructs a dual-wheel drive theoretical framework combining competitiveness and authority. The competitive mechanism introduces multiple subjects’ participation, market incentives, and the “horse race system” to stimulate innovation vitality and optimize resource allocation. The authoritative mechanism, on the other hand, establishes a scientific and unified classification evaluation standard, strengthens legal and policy guarantees, and builds a trustworthy data space to ensure the fairness and impartiality of the evaluation. The two mechanisms work in synergy to enhance the evaluation efficiency. The paper further proposes specific optimization implementation paths from four dimensions: diversification of evaluation subjects, scientific indicators, transparency of the process, and legal and policy guarantees, and explores the application prospects of trustworthy data space and elementized large models in intelligent evaluation. The conclusion of this study suggests promoting the deep integration and dynamic balance of competitive and authoritative mechanisms, which can provide theoretical support and practical guidelines for related reforms.
