新时代我国养老服务业高质量发展的路径探索

Path Exploration of High-Quality Development of China’s Elderly Care Service Industry in the New Era

摘要: 人口老龄化程度持续加深背景下，发展养老服务业成为实施积极应对人口老龄化国家战略的核心举措，也是保障和改善民生的重要抓手。新时代我国养老服务业正从“规模扩张”向“质量提升”转型，当前已初步构建起居家社区机构相协调、医养康养相结合的服务框架，但仍面临城乡供给失衡、专业人才短缺、科技赋能不足、事业产业协同不畅等现实问题。结合最新养老服务改革政策要求，从服务体系优化、人才队伍建设、科技融合赋能、协同机制构建四个维度，探索新时代我国养老服务业高质量发展的实践路径，为健全适合我国国情的养老服务体系、实现全体老年人享有基本养老服务提供理论参考和实践指引。

Abstract: Against the backdrop of deepening population aging, developing the elderly care service industry has become a core measure for implementing the national strategy of actively addressing population aging, as well as an important approach to safeguarding and improving people’s livelihoods. In the new era, China’s elderly care service industry is transitioning from “scale expansion” to “quality improvement”. A preliminary service framework has been established, coordinating home-based, community-based, and institutional care, as well as integrating medical and health care. However, it still faces practical challenges such as urban-rural supply imbalance, shortage of professional talent, insufficient technological empowerment, and poor coordination between public services and industries. In line with the latest elderly care service reform policies, this paper explores practical pathways for the high-quality development of China’s elderly care service industry in the new era from four dimensions: optimization of the service system, talent team building, technological integration and empowerment, and collaborative mechanism construction. It aims to provide theoretical references and practical guidance for improving the elderly care service system suited to China’s national conditions and ensuring that all elderly people enjoy basic elderly care services.
