国外学前教育免费政策对中国的启示

摘要: 学前教育免费政策是国外发达国家保障学前教育顺利实施的重要政策,对于推动该国教育公平、减轻育儿负担起到了举足轻重的作用。通过对英国、美国、德国、芬兰和日本五个国家近二十年来有关学前教育免费政策的梳理,从其立法依据、免费政策适用范围、普惠程度、资金保障等方面进行了对比分析,发现对我国加强学前教育立法、保障幼儿免费教育的制定到实施都能起到很好的借鉴作用。基于此,文章从学前教育免费政策的制定、政策实施、政策保障、资金支持等方面总结了相关启示,以期能为我国学前教育免费政策的实施提供参考,进而促进教育公平理念的深化与普及。
Abstract: The free preschool education policy is an important measure adopted by developed countries to ensure the smooth implementation of preschool education. It plays a crucial role in promoting educational equity and reducing the burden of raising children in these countries. By reviewing the free preschool education policies of the United Kingdom, the United States, Germany, Finland, and Japan over the past two decades, this paper conducts a comparative analysis from the aspects of legislative basis, the scope of free policies, the degree of universality, and financial support. It is found that these policies can provide valuable references for strengthening preschool education legislation, formulating and implementing free preschool education policies in China. Based on this, the article summarizes relevant inspirations from the formulation, implementation, guarantee, and financial support of free preschool education policies, with the aim of providing references for the implementation of free preschool education policies in China and promoting the deepening and popularization of the concept of educational equity.
