摘要: 近些年来，低空经济的快速发展带来了巨大的经济效益，其作为技术驱动型产业要素的代表，正越来越得到社会各界的重视。低空经济的发展具有正外部性与潜在风险，适当利用能够促进低空经济发展、保障公共福祉的实现。但是，随着低空经济领域的不断发掘，越来越多需要解决的问题不断涌现。现如今，我国对于低空经济的规制主要采取政策的方式，这是目前低空经济的发展不得不经历的阶段，当相关政策所积累的经验足够时，有必要将相关规定上升为效力位阶更高、权威性更强的法律。然而，低空经济所涉及的领域涵盖诸多方面，相关立法工作需要关注更多问题。通过协调处理各方面问题，确保低空经济立法工作的高质量完成。

Abstract: In recent years, the rapid development of the low-altitude economy has brought significant economic benefits. As a representative of new productive forces, it is receiving increasing attention from all sectors of society. The development of the low-altitude economy is a double-edged sword: appropriate utilization can promote its growth and safeguard public welfare. However, as the low-altitude economy continues to expand, more and more challenges emerge. Currently, China primarily regulates the low-altitude economy through policy measures, a stage that must be navigated in its development. When sufficient experience is accumulated from these policies, it is necessary to elevate relevant regulations to higher legal authority with stronger enforceability. Yet, the low-altitude economy spans multiple domains, requiring legislative efforts to address a broader range of issues. By coordinating and resolving these various concerns, the legislative process for the low-altitude economy can achieve high-quality outcomes.
