信息化赋能农村供水高质量发展:县域统管平台的建设路径与效用研究
Driving High-Quality Development of Rural Water Supply through Informatization: A Study on the Construction Path and Utility of County-Level Integrated Management Platforms
摘要: 为破解农村供水“点多、面广、量大”导致的监管与服务难题,落实国家关于农村供水高质量发展的要求,本研究构建以“一张图”为核心的县域统管平台。平台集一张图、业务管理、投诉管理及“四预”功能,旨在通过数字化手段,实现农村供水从管理效率受限向精准高效管理的转型。实践表明,该平台能有效推动监管向“数据驱动”、服务向“主动预警”转变,是保障农村供水高质量发展、提升管理效能与群众满意度的关键支撑。
Abstract: To address the supervision and service challenges arising from the scattered, extensive, and large-scale nature of rural water supply systems, and to align with national policies for their high-quality development, this study develops a county-level integrated management platform centered on a “unified digital map”. This platform consolidates core functions including the digital map, operational management, complaint handling, and “four-precaution” capabilities. It is designed to leverage digital transformation to shift rural water supply management from a model constrained by inefficiency to one that is precise and data-driven. Practical implementation demonstrates that the platform effectively transitions regulatory oversight towards a data-centric approach and transforms service delivery into a proactive, early-warning system. It thereby serves as a crucial mechanism for ensuring high-quality rural water supply, enhancing managerial efficiency, and improving public satisfaction.
