云南州市高校国有资产管理现状及优化路径
The Current Situation and Optimization Path of State-Owned Asset Management in Colleges and Universities in Prefecture-Level Cities of Yunnan Province
摘要: 高校国有资产的保值增值、共享以及效用的最大化发挥,是国有资产管理实务中始终贯穿的核心议题。以云南州市高校为研究对象,运用问卷调查法与质性访谈法,针对样本高校的教学、科研人员、资产管理工作人员等展开调研,并围绕资产管理重视程度、管理制度、人员配置、使用效率等内容进行分析。研究发现:云南州市高校已初步构建分级管理体制与信息化管理模式,但在信息公开、制度建设、人员素养、盘点执行、绩效考核等方面仍存在较为突出的问题。从信息共享机制构建、制度体系完善、人才队伍建设、盘点流程优化、绩效考核健全这五个维度,提出具有针对性的优化路径,为云南州市高校提升国有资产管理水平、保障资产安全完整、推动高等教育高质量发展提供参考。
Abstract: The preservation and appreciation of state-owned assets, their shared utilization, and the maximization of their efficiency constitute core issues that run throughout the practice of state-owned asset management in higher education institutions. Taking universities in prefecture-level cities of Yunnan Province as the research object, this study employs questionnaire surveys and qualitative interviews to investigate teaching and research staff as well as asset management personnel in the sampled institutions. The analysis focuses on the degree of attention paid to asset management, the soundness of management systems, personnel allocation, and asset utilization efficiency. The findings indicate that universities in prefecture-level cities of Yunnan have preliminarily established a hierarchical management system and an information-based management model; however, prominent problems remain in terms of information disclosure, institutional development, professional competence of management personnel, implementation of asset inventory procedures, and performance evaluation mechanisms. Accordingly, this paper proposes targeted optimization paths from five dimensions: the construction of information-sharing mechanisms, the improvement of institutional systems, the development of professional talent teams, the optimization of asset inventory processes, and the enhancement of performance evaluation mechanisms. These measures aim to provide references for improving the management level of state-owned assets, ensuring their security and integrity, and promoting the high-quality development of higher education in universities of prefecture-level cities in Yunnan Province.
