健康老龄化背景下数智赋能社区老年人体育服务困境及治理路径

Dilemmas and Governance Paths of Digital-Intelligent Empowerment for Community Elderly Sports Services under the Background of Healthy Aging

摘要: 在健康老龄化战略全面推进与数智技术快速发展双重背景下，社区老年人体育服务数字化、智能化转型成为提升老年群体健康水平与生活质量重要抓手。当前数智赋能社区老年人体育服务仍面临数智服务供给与老年群体需求错位、技术适老化改造不足、多元主体协同治理机制缺失、数据安全与隐私保护体系不完善、老年群体数字融入能力薄弱等诸多现实困境。本研究以协同治理与公共服务均等化理论为支撑，从精准供给、技术优化、多元共治、制度保障、素养提升五个维度提出治理路径，结合体育运动安全性、专业性、社交性独特属性细化数智化应用场景，并为多元共治设计具体可落地的激励相容机制，旨在构建老年友好型社区体育服务体系，为推动健康老龄化与老年体育高质量发展提供理论与实践参考。

Abstract: Against the dual background of the full implementation of the Healthy Aging strategy and the rapid development of digital-intelligent technologies, the digital and intelligent transformation of community sports services for the elderly has become an important approach to improving the health and quality of life of the elderly. At present, the digital-intelligent empowerment of community sports services for the elderly still faces many practical dilemmas, including the mismatch between supply and demand, insufficient age-friendly technological transformation, the lack of a multi-agent collaborative governance mechanism, inadequate data security and privacy protection systems, and weak digital integration capacity of the elderly. Supported by collaborative governance and public service equalization theories, this study proposes governance paths from five dimensions: precise supply, technological optimization, multi-stakeholder governance, institutional guarantee, and literacy improvement. It aims to build an age-friendly community sports service system and provide theoretical and practical references for promoting Healthy Aging and the high-quality development of elderly sports.
