新质生产力视域下高校冰雪人才协同培养机制构建研究
Research on the Construction of Collaborative Cultivation Mechanism for Ice and Snow Talents in Universities from the Perspective of New Quality Productive Forces
摘要: 新质生产力的提出为高校冰雪人才培养模式变革提供了新的理论视角和实践逻辑。本研究以新质生产力为分析视域,聚焦高校冰雪人才培养的协同机制构建问题。研究发现,当前冰雪人才培养面临供需结构错位、培养主体割裂、产教融合表层化三重困境,其深层根源在于传统“单向输送”模式难以适应新质生产力对创新型、复合型、应用型人才的内在要求。基于哈尔滨体育学院贯通式培养体系、黑龙江“政校企”技能人才联盟、陕西校企协同育人实践等典型案例,本文提出“共生网络”式协同培养机制的理论框架,包括目标协同机制、资源协同机制、过程协同机制与制度协同机制四个维度,并从政策保障、组织创新、评价改革等层面探讨机制的实现路径。研究认为,协同培养机制的核心在于打破高校单一主体边界,构建多元主体价值共创的教育生态,实现人才培养与产业升级的同频共振。。
Abstract: The introduction of the concept of new quality productive forces provides a new theoretical per-spective and practical logic for transforming the cultivation model of ice and snow talents in uni-versities. This study takes new quality productive forces as the analytical framework, focusing on the construction of a collaborative cultivation mechanism for ice and snow talents in higher edu-cation institutions. The research identifies that the current cultivation of ice and snow talents faces threefold challenges: a misalignment between supply and demand, fragmentation among culti-vation entities, and superficial industry-education integration. The underlying root cause lies in the inability of the traditional “one-way delivery” model to meet the inherent demands of new quality productive forces for innovative, versatile, and application-oriented talents. Drawing on typical cases such as the integrated cultivation system of Harbin Sport University, the “govern-ment-school-enterprise” skilled talent alliance in Heilongjiang, and the collaborative school-enterprise cultivation practice in Shaanxi, this paper proposes a theoretical framework for a “symbiotic network”-style collaborative cultivation mechanism. This framework encompasses four dimensions: goal coordination, resource coordination, process coordination, and institutional coordination. Furthermore, the study explores pathways for implementing this mechanism through policy guarantees, organizational innovation, and evaluation reform. The research suggests that the core of the collaborative cultivation mechanism lies in breaking the boundaries of universities as a single entity, constructing an educational ecosystem characterized by value co-creation among multiple stakeholders, and achieving synchronous development between talent cultivation and industrial upgrading.
