雷波县主要林业资源及其开发利用建议

The Main Forestry Resources in Leibo County and Its Development and Utilization Suggestions

摘要: 雷波县作为凉山州生态资源富集区，森林覆盖率达56.32%，拥有显著的垂直带谱林业资源和生物多样性。核心资源包括：① 木材类(云南松、华山松、冷杉等)；② 经济林(核桃、青花椒、脐橙以及林药基地)；③ 竹类(筇竹、箭竹、刺竹子、实心水竹等)。当前开发利用面临三大瓶颈：基础设施滞后、精深加工不足以及生态保护意识薄弱。针对性地提出发展建议：强化资源保护，实施分区封育和退化林改造；扩大特色种植，推进经济林标准化与良种化；培育加工龙头，提升林产品附加值；推动三产融合，通过“林果加工 + 生态旅游 + 碳汇交易”构建全产业链。最终实现从“初级生产”向“生态增值”转型，为长江上游生态敏感区提供绿色发展范式。

Abstract: As an ecological resource-rich area in Liangshan Prefecture, Leibo County has a forest coverage rate of 56.32%, and has significant vertical forest resources and biodiversity. The core resources include: 1) Wood (Pinus yunnanensis, Pinus armandii, Abies nephrolepis, etc.); 2) economic forest (walnut, green pepper, navel orange and forest medicine base); 3) Bamboos (Qiongzhuea tumidinoda, Fargesia, Juncus, Solid water bamboo, etc.). At present, there are three major bottlenecks in the development and utilization: lagging infrastructure, insufficient deep processing and weak awareness of ecological protection. The development suggestions are put forward: strengthening resource protection, implementing partition enclosure and degraded forest transformation; we will expand characteristic planting and promote the standardization and improvement of economic forests; to cultivate processing taps and enhance the added value of forest products; to promote the integration of the three industries and build a whole industrial chain through “fruit processing + eco-tourism + carbon sink trading”. Finally, the transformation from “primary production” to “ecological value-added” is realized, which provides a green development paradigm for the ecologically sensitive areas in the upper reaches of the Yangtze River.
