流动儿童家庭教育法律政策认知的实证研究——以北京市皮村为例

摘要: 随着我国城镇化进程的持续推进,流动儿童规模不断扩大,其家庭教育问题逐渐成为社会治理的重要议题。《中华人民共和国家庭教育促进法》的实施,将家庭教育由传统“家事”上升为国家治理体系中的重要公共事务。本文以北京市朝阳区皮村为研究个案,通过对138名流动儿童家长开展问卷调查,分析流动儿童家庭对家庭教育相关法律政策的认知状况、信息获取渠道及政策利用情况。研究发现:流动儿童家庭对相关法律政策的认知存在明显分化;政策信息传播渠道呈多元化特征,但新媒体与非正式社会网络占主导地位,官方渠道影响力相对有限;多数家庭对政策申请流程缺乏清晰认识,政策利用能力仍有待提升。基于此,本文提出应通过完善政策传播机制、优化基层服务体系以及构建多元协同支持网络等路径,提升流动儿童家庭对家庭教育政策的认知与利用能力,从而推动家庭教育法律政策在基层社会的有效落实。
Abstract: With the continuous advancement of urbanization in China, the population of migrant children has been steadily increasing, making family education for this group an important issue in social governance. The implementation of the Family Education Promotion Law of the People’s Republic of China has elevated family education from a traditional “family matter” to a significant public affair within the national governance system. This study focuses on Picun Village, Chaoyang District, Beijing, as a case site, conducting questionnaire surveys with 138 parents of migrant children to analyze their awareness of relevant legal policies on family education, information acquisition channels, and policy utilization. The findings reveal that there is a clear disparity in policy cognition among migrant families; while information dissemination channels are diversified, new media and informal social networks dominate, with relatively limited influence from official channels. Most families lack a clear understanding of application procedures, indicating that their capacity to utilize policies needs further improvement. Based on these results, this paper proposes strategies such as improving policy communication mechanisms, optimizing grassroots service systems, and establishing multi-stakeholder collaborative support networks to enhance migrant families’ cognition and utilization of family education policies, thereby promoting the effective implementation of legal policies at the community level.
