积极老龄化视角下农村互助养老模式的问题与对策研究

Research on the Problems and Countermeasures of Rural Mutual-Support Elderly Care Models from the Perspective of Active Aging

摘要: 我国当前人口老龄化进程加快，养老问题已成为我国社会发展的重要议题。其中，随着城镇化进程的不断加快，我国农村人口流出现象日益严重，农村养老问题成为我国养老的一大难题。在此情况下，出现了互助养老这一模式。另一方面，随着老龄化进程加快，“积极老龄化”这一观点应运而生，我国于2020年正式提出积极应对人口老龄化国家战略，以积极老龄观、健康老龄化理念为指导，推动构建适老政策体系和制度框架。本文旨在从积极老龄化的视角出发，对农村互助养老模式进行进一步探究，通过对农村互助养老模式现状进行分析，发现其存在的问题，在此基础上从积极老龄化的角度提出一些对策，以期对农村互助养老模式的发展贡献微薄力量。

Abstract: With the accelerating pace of population aging in China, elderly care has become a critical issue in the country’s social development. In particular, as urbanization continues to advance, the outflow of rural population has grown increasingly severe, making rural elderly care one of the most pressing challenges in China’s eldercare system. In response, the mutual-support elderly care model has emerged in rural areas. Meanwhile, against the backdrop of rapid aging, the concept of “active aging” has gained prominence. In 2020, China formally introduced a national strategy to actively address population aging, guided by the principles of a positive view on aging and healthy aging, aiming to promote the development of elderly-friendly policies and institutional frameworks. From the perspective of active aging, this paper further explores the rural mutual-support elderly care model. By analyzing its current situation, the study identifies existing problems and proposes corresponding countermeasures based on the active aging approach, with the aim of contributing to the advancement of rural mutual-support elderly care.
