适老化改造中的“软性排斥”研究——政策执行偏差与协同治理路径

Research on “Soft Exclusion” in Elderly-Friendly Retrofitting—Policy Implementation Deviation and Collaborative Governance Paths

摘要: 当前我国数字化适老政策存在“名义合规”与“体验不佳”的矛盾。尽管功能上视觉得到了补偿，但底层交互的逻辑障碍，依然对老年人构成隐蔽的“软性排斥”。这一困境根源于商业本能与研发端长期存在的“青年中心主义”思维。为此，治理路径应从表层的技术修补转向系统性的制度约束。通过强化法律强制保障、建立算法伦理审计并引入老年用户深度参与，才能打破技术主导倾向对弱势主体的遮蔽，迈向真正的数字包容社会。

Abstract: At present, China’s digital elderly-adaptation policies are faced with the contradiction between “nominal compliance” and “poor experience”. Although visual functions have been compensated, the logical barriers in underlying interaction still constitute hidden “soft exclusion” for the elderly. This dilemma is rooted in the long-standing “youth-centrism” mindset in commercial instincts and the research and development end. To this end, the governance path should shift from superficial technical repairs to systematic institutional constraints. Only by strengthening mandatory legal protection, establishing algorithmic ethical audits and introducing in-depth participation of elderly users can we break the obscuration of vulnerable groups by technology-dominated tendencies and move towards a truly digitally inclusive society.
