岳池县新型农村集体经济组织运行模式研究

Research on the Operation Mode of New Rural Collective Economic Organizations in Yuechi County

摘要: 立足国家顶层发展部署，需持续巩固完善农村基本经营制度，培育壮大新型农村集体经济。推进新型农村集体经济建设，是新时代“三农”领域的重点工作安排，也是扎实推进乡村振兴的关键路径与核心支撑。文章以四川省广安市岳池县为案例开展研究，核心依托当地在典型示范、实践创新等方面的鲜明优势。岳池县地处成渝地区双城经济圈腹地，是衔接乡村振兴推进与城乡融合发展的重要环节，能够直观反映各类惠农政策落地落实的实际成效。研究综合运用案例分析、实地调研等方法，深入县域内各乡镇开展走访座谈与一线调研，系统梳理当地新型农村集体经济的发展模式，以此推动乡村集体经济平稳长效发展，同时为川东北丘陵片区及全国同类乡村地区的建设发展，提供可参考、可复制的实践经验。

Abstract: Based on national top-level development arrangements, it is essential to steadily consolidate and improve the basic rural operational system and foster and expand the new rural collective economy. Advancing the development of the new rural collective economy constitutes a key initiative in the work concerning agriculture, rural areas, and farmers in the new era, as well as a vital approach and core support for advancing rural revitalization. This paper conducts a case study on Yuechi County in Guang’an City, Sichuan Province, drawing on its distinctive strengths in typical representation, exemplary value, and practical innovation. Located in the heartland of the Chengdu-Chongqing Twin-City Economic Circle, Yuechi County serves as a pivotal link for advancing rural revitalization and integrated urban-rural development, offering a micro perspective to visualize the actual outcomes of rural support policies in implementation. Adopting combined research methods including case analysis and field investigation, this study conducts in-depth field visits and interviews across towns and townships in the county. It systematically summarizes local development models of the new rural collective economy, so as to promote the stable and long-term growth of the rural collective economy. Meanwhile, it aims to provide replicable and practical references for the development of hilly areas in northeastern Sichuan and similar rural regions nationwide.
