我国校内食品安全监管的研究

Research on School Food Safety Supervision in China

摘要: 食品安全问题一直具有高敏感性和强关联性，而校内食品安全所涉及的群体特殊且规模庞大，校园作为学生聚集的高密度特殊公共场所，任何一起食品安全事件都是诱发社会不稳定的因素。本文从阐述我国校内食品安全监管的现状入手，剖析在食品安全监管中存在的三个主要问题：如存在校方主体责任督促落实不到位，部门监管质量不够，社会参与的缺失和错位。同时提出改进意见：如完善学校食堂硬件基础设施，提高食堂从业人员的食品安全意识，提高监管队伍专业化程度，强化教育局和市场监管局的协同机制，同时引导社会参与监督。希望通过解决我国校园食品安全问题，来保障学生的校园饮食健康。

Abstract: Food safety issues have always been highly sensitive and strongly related, and the groups involved in food safety on campus are special and huge. As a high-density special public place where students gather, any food safety incident is a factor that induces social instability. Starting with expounding the current situation of food safety supervision on campus in China, this paper analyzes the three main problems in food safety supervision: such as the lack of supervision and implementation of the main responsibility of the school, the insufficient quality of departmental supervision, and the lack and dislocation of social participation. At the same time, suggestions for improvement are put forward, such as improving the hardware infrastructure of school canteens, raising the food safety awareness of canteen employees, improving the specialization of supervision teams, strengthening the coordination mechanism between education bureau and market supervision bureau, and guiding the society to participate in supervision. In order to solve the problem of campus food safety in China and ensure students’ diet health.
