摘要: 本文基于系统论视角，构建了高等教育管理的“三圈层”结构模型，其中制度–体制–机制构成外围保障层，知识–政治–社会市场构成中层动态要素，人才培养作为内核逻辑主线。文章在界定核心概念并阐明其理论依据的基础上，深入分析了圈层间的互动机制，揭示了高等教育治理现代化的内在机理与系统性特征。该模型旨在为理解高等教育管理的复杂性提供一个整合性分析框架，并通过对各圈层互动中潜在张力的批判性审视，为优化高等教育治理、回归育人本质提供理论参考。

Abstract: Based on the perspective of system theory, this paper constructs a “three-circle” structural model of higher education management, in which the system-institution-mechanism constitutes the peripheral guarantee layer, the knowledge-politics-social market constitutes the middle-level dynamic elements, and talent training is the core logical line. By defining the core concepts and clarifying their theoretical basis, this paper deeply analyzes the interaction mechanism between the circles, revealing the internal mechanism and systematic characteristics of the modernization of higher education governance. This model aims to provide an integrated analytical framework for understanding the complexity of higher education management. Through a critical examination of the potential tensions in the interaction of each circle, it seeks to offer theoretical references for optimizing higher education governance and returning to the essence of education.
