《法治宣传教育法》的立法意义、落实难点与建议

Legislative Significance, Implementation Challenges, and Recommendations of the “Law of the People’s Republic of China on Legal Education and Publicity”

摘要: 《中华人民共和国法治宣传教育法》的颁布实施，标志着我国全民普法工作从政策规划向国家立法的历史性跨越。该法在法治化转型、普法责任制、公民终身法治教育制度上具有重要的立法意义。然而《法治宣传教育法》在具体实施中仍面临形式化，资源差异化等多重难点，对此，本文提出了相应的建议，以期为该法的有效实施提供理论参考，推动法治宣传教育高质量发展。

Abstract: The enactment and implementation of the “Law of the People’s Republic of China on Legal Education and Publicity” marks a historic leap in China’s nationwide legal literacy efforts, transitioning from policy planning to national legislation. This law holds significant legislative importance in terms of institutional transformation, the responsibility system for legal education, and the lifelong legal education system for citizens. However, the “Law on Legal Education and Publicity” still faces multiple challenges in its specific implementation, such as formalism and resource disparities. In response, this paper proposes corresponding recommendations, aiming to provide theoretical reference for the effective implementation of the law and promote the high-quality development of legal education and publicity.
