多元主体协同视域下河下古镇低碳转型路径研究
A Study on the Low-Carbon Transition Path of Hexia Ancient Town from the Perspective of Multi-Stakeholder Collaboration
摘要: 本研究以河下古镇为例,基于“基础–诊断–优化”三级模型,聚焦政府、企业、居民、游客四类主体在低碳转型中的协同困境,运用问卷调查、深度访谈与政策分析,构建“政府引导–企业创新–居民参与–游客互动”的协同治理框架。结合政策执行漏斗模型发现,古镇政策执行受限于居民参与赤字(35%)、企业改造成本压力(45%)及游客行为冲突(40%)。通过“文化–经济–环保”三角协同模型评估协同效果,创新性提出分阶段协同优化策略。
Abstract: Taking Hexia Ancient Town as a case study, this research establishes a “government guidance - enterprise innovation - resident participation—visitor interaction” collaborative governance framework based on a three-level model of “foundation-diagnosis-optimization.” Focusing on the collaborative dilemmas among four key stakeholders—government, enterprises, residents, and tourists—the study employs questionnaires, in-depth interviews, and policy analysis. Applying the policy implementation funnel model, the research identifies that policy execution in ancient towns is constrained by a deficit in resident participation (35%), cost pressures on enterprise renovations (45%), and behavioral conflicts among tourists (40%). By evaluating collaborative effectiveness through a “culture-economy-environment” triangular synergy model, the study innovatively proposes a phased collaborative optimization strategy.
