社会治理视角下社区养老服务供给困境与优化路径研究

Research on the Supply Dilemma and Optimization Path of Community Elderly Care Services from the Perspective of Social Governance

摘要: 随着我国人口老龄化程度持续加深，养老服务需求正快速增长，社区养老作为家庭养老与机构养老之间的补充和融合，已成为应对老龄化挑战、完善养老服务体系的新型养老服务模式。目前社区养老服务水平虽取得一定进展，但仍存在主体协同不足、资源配置失衡、专业人才匮乏、数字化水平不高等问题。文章立足社会治理理论视角，在深入剖析社区养老服务供给存在问题的深层原因基础上，从强化多元主体协同、完善资源保障机制、加强专业人才队伍建设、推进数字化转型等方面提出优化路径，旨在提升社区养老服务质量与供给效率，推动社区养老服务高质量发展，从而助力老龄社会治理体系和治理能力现代化的实现。

Abstract: With the continuous deepening of population aging in our country, the demand for elderly care services is growing rapidly. Community elderly care, as a supplement and integration between family elderly care and institutional elderly care, has become a new elderly care service model to address the challenges of aging and improve the elderly care service system. Although the level of community elderly care services has made certain progress, there are still problems such as insufficient coordination among multiple subjects, unbalanced resource allocation, lack of professional talents, and low digitalization level. Based on the perspective of social governance theory, this article deeply analyzes the deep-seated reasons for the problems existing in the supply of community elderly care services, and proposes optimization paths from aspects such as strengthening the coordination of multiple subjects, improving the resource guarantee mechanism, strengthening the construction of professional talent teams, and promoting digital transformation, aiming to improve the quality and supply efficiency of community elderly care services, promote the high-quality development of community elderly care services, and thus contribute to the modernization of the elderly care social governance system and governance capacity.
