数字化时代下公共部门人力资源管理的转型之路

摘要: 随着数字化时代的到来，公共部门人力资源管理正处于关键的变革节点，面临着一系列重大的挑战与机遇。本文深入剖析了数字化时代对公共部门人力资源管理的多方面影响，包括人力资源管理的理念、人力资源管理的职能以及人力资源管理的方式等方面的转变。同时，详细探讨了公共部门在数字化转型过程中人力资源管理所遭遇的诸多问题，如缺乏数字化思维和能力、数字安全和隐私保护受到威胁、人力资源管理信息化建设滞后以及人才队伍建设不能满足数字化转型的需求。在此基础上，提出了具有针对性的转型策略，涵盖提升管理人员的数字化素养、加强数据安全和隐私保护、推进人力资源管理信息化建设以及加强人才队伍建设打造数字人才队伍。目的在于实现公共部门人力资源管理的转型，以适应数字化时代的发展。

Abstract: As the digital era advances, public sector human resource management is at a critical juncture of transformation, facing significant challenges and opportunities. This paper analyzes the multifaceted impacts of digitalization on HR management in public sectors, including shifts in management philosophies, functional roles, and operational approaches. It also examines key challenges encountered during digital transformation, such as insufficient digital literacy, threats to data security and privacy protection, lagging digital infrastructure development, and talent pool development failing to meet digital transformation demands. Based on these findings, targeted strategies are proposed to enhance managerial digital competence, strengthen data security and privacy protection, advance HR digitalization initiatives, and cultivate a digitally skilled workforce. The ultimate goal is to achieve HR management transformation in public sectors, ensuring alignment with the evolving digital era.
